If anyone is wondering about gcc3 in 7.3, I spotted this one-off
announcement list at
https://listman.redhat.com/mailman/listinfo/gcc-31-announce-list
the stated purpose of which implies that gcc 3.1 will appear in some form
in Redhat 7.3 as an additional rhn channel, presumably after gcc 3.1 is
officially released.
