Over head? Even on a low end Pentium server the over head would be minimal, 7MB? of ram on servers that would not otherwise have postgresql installed and 3MB? on servers that would of had it any-ways. CPU/IO usage would only be effect when a administrator was actively managing the server. If the RAM requirements are too high we could always use db3 :).

Why use apache? webmin does not? The mini html server could easily be written to use the jail function no? Anyways it would be no less secure then SSH :)
